Umm 003 progress is comparable to 002 at around August and 002 was launched in April of the following year.

They could launch it earlier, because the carrier fitting out complex is on the other side of the shipyard.

They could launch it even with the still unfinished flightdeck.
An unfinished flight deck would be the least of the concerns. I'm assuming, if they haven't already done so, that they're now working to install all the necessary fixtures and heavy machinery both internally and externally such that it's able to be launched in the first place.

It would be rather awkward if the boat floated out without screws or gear shafts to attach them to, for instance.

There is no close up photo of the underwater hull, so there is no way to verify. However I suspect the propeller shafts were installed shortly after the thrust blocks for the shafts were all installed, which would means it’s been there for since before the hangar blocks were installed.

The boilers and turbines also appear to be installed before the hangar deck.

Once the mega blocks requiring the gantry crane over the dock has been positioned and attached, it seems to me the other heavy equipment should all be within the capability smaller pier side cranes in the fitting out basins.
