It is a barge, thus it will need a few tug boats to push and pull it around. I have to correct my interpretation of the words "非自航“ from "non-self propelled" to "non-self navigating" or "non-self sailing", as "propelled" is not appropriate.
Also, as a submersible transport, when it is inside the flooded dry dock or just outside the dry dock, it will sink down to 21 metres (maximum) to let the super module float free. The super module will be placed into position by tug boats or cables from the dockside, or a combination of both, and the dry dock will be drained dry and let the module settle onto the keel blocks.
