Abd this assumption is based on what? All the latest images suggest exactly the opposite... no mayor changes an especially not a "cranking up the speed of construction" is noticable.

Yes and were there not reports that work on the 003 has been delayed since harbor infrastructure needed to be adjusted which were supposed to be adjusted by april? Hopefully this means that the 003 program has only seen very small delays.
