I know that this is off-topic, but what is the 075 scandal ?
Steam powerplant makes sense if the follow up class will have nuclear propulsion. Also considering how there was a possibility the ship may end up with steam catapults pending the outcome of the comparative catapult evaluation program.
I am somewhat surprised by the large number of diesel generators, if that's what the author meant: 12-16 units? The advantage with steam is that it can be treated as a hydraulic integrated power distribution system. A portion of the steam can be diverted to turbine generators, which is what I would expect, rather than a dozen diesel generators.

Most of those "enthusiastic netizens" are basically his own personal fans who would take anything he says as message from god himself. As it appears that all he does (and quite good at) is idolize himself with intended ambiguous information.
Long story short: he insist 075 has only 31500 tons full displacement (which is still forgivale) and claimed he had seen the blueprint that 075 would have a pointy bow like osumi class (this caused all the outrage). And keep insisting he is right after ship had already taken shape providing irrefutable evidence. Also the way he says things also discredit himself even more.
That is not a serious problem. A nation's naval power is influenced by financial factors. Unfortunately, the huge number of warships assures the status of a maritime state, but it is also a bottomless pit. Expenses for research, production, operation and maintenance of naval equipment are very expensive.
