Not sure, others here have reported a in construction here. They have compared to the Ford carrier at this stage/length of construction. Seems it's going slower and modules have not been connected at this time when there is a decent likelihood they should have.

Ford class and 003 are being built in slightly different ways because the 003's super modules will be moved to a drydock for assembly of its super modules.
That means direct comparisons of carriers like Ford and 002 with 003 are not directly comparable. When accounting for the fact that the super modules will likely be moved to the drydock together in a relatively quick fashion (with likely joining of them relatively quickly too), I think 003's construction pace is about what we would expect.
I have a name suggestion for China's catobar either Chinese emperors or possibly Shanghai i know it sounds different from doctrine but just my 2 cents freindly suggestion people , remember the US navy named a carrier Doris Miller a sailor much different name then presidents or battles its not uncommon for this to happen to any navy

Not the welding of metal is the slow work , but the installation of machines / debugging them / modify them if needed.
And it is a layered method to install them, so upper deck can be welded to place if every big machine/ structure is in place bellow.
And up to this point no sign of any machinery installation.
Your first sentence doesn't make any sense.
In any case, the pace of work I think is about right for what we would expect for a carrier using the construction method they are applying and a launch in the second half of 2021 seems like it could be viable to me and it's a number that's been thrown around in the past before.
We will have a better gauge of when this carrier will be launched come halfway through the year.
while the PLAN doesn't name it's ships after people (as far as I know) still we can only hope that they would give us a nice surprise & name it after a historical figure, the first Chinese CATOBAR equiped carrier would be worthy of the name "CNS Zheng He".
Names of historical people are only used on training ships, such as Qi Jiguang. Zheng He is already overused on merchant ships.

What you are looking at right now is works done on a Fabrication Yard. There is no lack of work progress in fabrication of modules, and there won't be any welding and joining of individual modules nor installation of machinery there.
The Assembly works and machinery fitting works will be done on the drydock after the modules are moved over there. The pace of work in the drydock will be perceptively much faster expected that on the fabrication yard.
