So the source that initially spurred the rumors of CV-18 being under construction has posted the (now-deleted) following riddle:

The paragraph started out with peeing........
The Chinese character in the draw "思号XX仪式“ = ”四号XX仪式“， which means "No.4 XX ceremony", implying aircraft carrier No.4 steel cutting ceremony.

You don't think JCNX will build 2 Aircraft Carrier simultaneously, right? That's why we assume, this Steel Cutting Ceremony for No.4 Aircraft Carrier supposed to be in Dalian Shipyard.
"尿" (pee) is a corruption of "料", which means scoop. The peeing section basically means the author is drip feeding the reader.
Proper nouns will mostly not be translated (since I, too, have no clue where the author came up with that) I will try to preserve the writing style as much as possible in this translation because it is too funny not to. Notes in the bracket are added by me.
So the take home message is that there are two new carriers, one in Jiangnan, one in Dalian. Both are of the same class. Jiangnan may start assembly this November. Dalian may start production after Liaoning's maintainence is completed. Evidence of the module construction at Dalian would show up around August 2019.

1. Both 003 and 004 are nuclear-powered (rumors point to a dual-core design, similar to the Nimitz/Ford-class vessels)
2. 003 (JNCX) might have 3 catapults and 004 (DL) might have 4 (a bit of interpretative license was used when deciphering the riddle, so take it with a grain of salt)
3. The technologies aboard the two vessels are very advanced

No, it is exactly what we expect: the 3rd Chinese carrier is a conventionally powered CATOBAR and will be build at Shanghai, the 4th Chinese carrier is of the same type and will be build at Dalian.
