The nuclear icebreakers aren't necessary to develop the appropriate reactors. France uses 2x Areva K-15 reactors with 150 MWt each running on low enriched nuclear fuel on the Charles de Gaulle. China has multiple similar sized reactor designs in development including the ACP100 and the ACPR50S.

I'm looking forward to answering the question of whether the 3rd Chinese aircraft carrier will again have the same or a larger hull. I trust the Chinese to do both: design a larger hull with a larger machinery and build the same hull to avoid unnecessary risks.
It would be utterly shocking if CV-18 wasn't significantly larger than CV-16/17.

I do not see any limitations in size, Liaoning is a relatively large aircraft carrier. Liaoning only has five decks below the hangar deck (two above the waterline, three below the waterline), and American aircraft carriers have six (three above the waterline and three below the waterline). That's less space, less volume and less freeboard (especially if the third aircraft carrier gets heavier and gets more draft.).

You need experience in integrating the nuclear reactor to the ship system. Reactor is only one part of the system but there are other supporting system for reactor You just can't adopt land based nuclear system to the ships . Different requirement . Ship experience acceleration due to wave movement . As well space is premium in a ship so all the supporting system for the reactor has to be compact. Ships normally has bulk head so your piping, cable, duct has to meet that requirement.
Shielding in no problem in land installation but it is difficult in confines space of ship. It take China close to decade to solve those problem in type 91 Sub

If the Chinese believe they need aircraft carriers urgently, they will build more conventional aircraft carriers. Perhaps the plan was another with more time between the individual designs, but as times change, they are just redirecting: the nuclear-powered carrier design is being moved into the future, for which conventional designs are now being preferred.
