Yes, it is general consensus that the 3rd Chinese aircraft carrier will feature electromagnetic catapults.

But remember: for the next ten years the steam catapult is the more reliable catapult.

I would say that the most amusing thing to see would be a Su-27 type fighter being shot from a catapult on deck,we are so used to seeing either a F-18 or a Rafale.

I find it interesting that the article also implies the type 002 construction has even begun. The general wisdom is construction or at least first steel has been cut but again at this point it's all speculation. It is also equally likely nothing has gone pass the core design phase.
