Wait, does that mean Deng was both against the carrier program as well as against a "PLA not allowed to conduct commercial activity" reform, and Jiang had to wait till Deng was dead before proceeding with these two?

If true I can see why Let the Bullets Fly had the message that it did and had Jiang's personal blessing.

So basically, 3 successive leaders had to make the following decisions for things to end up here today:

1. Jiang made the decision to go ahead and purchase Varyag (even though he let the 891 carrier program lapse, it wasn't entirely upto him)

2. Hu made the decision to go ahead and build Shandong as domestic improved Liaoning, instead of other voices calling for a steam catapult CATOBAR carrier, thus buying more time for EMCAT program to mature

3. Xi made the decision to pause Fujian's construction and go ahead with changing the design to switch to use EMCAT in 2019, after EMCAT demonstrated that it was ready.

Official report about the event, after mentioning it was Xi's decision to go for EMCAT then said on the day Xi boarded Fujian and personally pressed the launch button at the catapult control station and watched the sled zoom down the track with no load attached. I know one of the advantage of EMCAT is you can change its launch strength on the fly. Presumably this also allows "dry fire" like this. Would steam catapult be able to do the same safely? I get the feeling the official statement is trying to make a point here.

We all know steam catapult can launch a boot.

Yes, steam catapults can absolutely launch without a payload lol.
