No scaffolding is needed to paint a ship hull:so they have to rebuild the scaffoldings again or what will be the procedure to apply the coating on the above waterline hull?

Better: you have to remove the scaffolding before painting the hull.No scaffolding is needed to paint a ship hull.

Summary:
it was from a local-level channel newsclip: at Mianyang, Sichuan province, a new factory starts construction, it belongs to a company that supplies alloys for military and aerospace sectors, and it happens to include materials for the EM catapult. This factory is expected, when comes online, to have an annual output of 16000tons of various alloys.
Not likely, that's probably the component's own protection primer coating, and if they finally begin to apply the first layer of primer coating hull wise, they have to first remove most of the clutter and scaffolding all over the place, but that has not happen yet.
