There is no bow wave or wake. The ship isn’t going at any appreciable speed. The list can’t be attributed to turning. The ship is out of trim for some reason.

It is probably an optical illusion. You can see several jets of water from cooling water outlets that appear in the sunlight like a blister.What blisters? Could you mark them out in the photo?

Possibly they are moving the ballast from one side to another, the "blisters" are just water pumped out from (ballast) tanks inside the ship. I would guess that they were doing drill on damage control to simulate missile hits causng sea water flooding rooms on one side of the ship, and to rebalane the listed ship by pumping water and adjusting ballast to make the ship level again.There is no bow wave or wake.
