Pardon ... but could anyone explain at least the colours? ... if not even post a translation? Looks interesting.
Pennant number box colour
Green - North sea Fleet
Yellow - East sea Fleet
Blue - South sea Fleet
Pink - Stationed in Hong kong
Dark Green - Return special Purpose
Purple - Launched but not listed
Everything else is just names of ships.

The following is supposed to be the numbering rule according to PLAN regulation. Unlike the GJB regarding weapon naming, I myself have not seen such regulatory document. Take it as a best guess. I would appreciate if anyone can share it.
- 1xx is for destroyers. 10X to 12X for North, 13X to 15X to East, 16X to 18X for South.
- 5XX is for frigates. It seems there is no numbering rules to allot them to the three fleets.
Forgot to say that this list is only about destroyers and frigates.

In any case, I am going with the theory that Carrier 12 to 15 is South China Seas Hainan assignment, and Carrier 16 to 19 is North Seas Qingdao assignment.
The moment the 002 was ordered to head down south, is why and when she removed her original 17 number, resulting in crews hurriedly repainting over the number they painted on the hull.
I suspect they were originally planning to deploy 002 with the North Seas Fleet and were already putting on the "17" number. Then suddenly the higher ups called, probably because of Xi Jing Ping or the Politburo, to have a more assertive stance on the South China Sea, where the USS Ronald Reagan has been prowling around lately. The higher ups wanted the carrier to be moved down south instead. So they erased the "17" number, cancelled her Qingdao commissioning ceremony, had her pick up her complement and dashed through the Taiwan Straits for Hainan.
002's sudden relocation from its original Qingdao assignment to Hainan meant she would trade her previously assigned North Sea pennant in exchange for a South China Seas pennant.
