Why not, it is not like the J-15s or any new naval fighters are strictly restricted to the carriers that they are originally assigned to.

The Chinese are still in the developing phase. When they have a nuclear CATOBAR carrier type and several different aircraft types for catapulted take off, they will build carrier after carrier and train their pilots on two or three training carriers.
Same as with other ship types: twenty years planning and developing and than ship after ship, look at the LHD-production.
But there is no usable carrier type at the moment, only prototypes with an intermediate status like STOBAR or soon conventionally powert CATOBAR.

Isn't not more expedient for them to just build new J-15S are modified for catapult launch ? There is no reason why these fighters can't operate of the existing carriers albeit with lesser payloads.
And it will be prudent to have more pilots that are at least familiar with carrier take offs and landing in order to smooth out the transition to CATOBAR carriers. I don't see how experiences learnt on the Type 001A and the Liaoning are inapplicable to CATOBAR carriers beyond the catapult/ski jump difference.

True, that is one thing that we can agree upon. That sometimes what the PLAN defies logic and convention, but they I am sure they got it all figured out................... which apparently is the go to response nowadays for many inexplicable issues.
if CV 001 was not usable, China wouldn't build another one of this class. The chinese carriers are usable for that, what the PLAN want to do - whatever it is.

Liaoning and 002 are usable for evaluation and training. That is the reason, why there are only 24 carrier aircaft.

Actually they are, unless they retro fit a "draw bar" to launch with?? and that's a big project, I rather doubt the current J-15's have the supporting structure as the Su-33's certainly did not....
and the very small number of embarked/produced aircraft lead me to believe that's all the J-15A's they will produce, as they are severely restricted flying off that ramp?
As long as they operate the Liaoning and her new sister, they will keep and train with these girls, but once they move to an all Catobar carrier force??
