Height of Soviet Navy was like this

2 x Moskva
4 x Kiev class
2 x Kuznetsov
1 x Ulyanovsk

That’s 9 flat decks

But as we know they did make it to the finish line

Concerning flat tops, height of soviet navy was:
4 Kiev class (lets say those were flat tops, even though that's not entirely true)
0-1 Kuznetsov class. (Because ships itself was commissioned in late 1990, and was nowhere really ready by late 1991, when Soviet union ceased to exist) Not only was its crew barely getting to know the ship itself by late 1991, but its air wing did not really exist. Su-33 was deployed on in for the first time in 1995, and the plane itself was declared operational in 1998)

Ulyanovsk was never finished so it can't be part of the list.

Moskva class ships are not flat tops. While they did have a hangar for their plentiful helicopter wing, their flat deck leaves a lot to be desired. In theory, any ship with a large under-deck hangar could then be a flat top, like Kirov cruiser. That's not to say Moskva wasn't a potent helicopter carrier. So if one counts ships as plane/helicopter carriers, the list should indeed include the Moskva ships.

What's the purpose for having Liaoning also at the dry dock? Does her regular maintenance just coincide to the trial of the new carrier or is there something they wish to compare between the sister ships?

Standard maintenance , inspection, updating sensor, upgrade system, Cleaning the ship bottom from barnacle,Apply new anti corrosion paint etc, etc
Remember the last time Liaoning in the dock is 2014. so it has been 4 years since

Yes and yes....she is there for her regular 30k miles checkup. Rotate tires, change oil etc and PLAN probably also timed it to be fairly coincidental with CV01A coming back from her BT.

No..that is a barracks ship with full emininites.

16 JAN 2018...China's 2nd homegrown barracks ship has arrived in Dalian city of north-eastern China's Liaoning Province to meet with China's 2nd aircraft carrier, according to recent reports.

As a unique type of warship in the aircraft carrier vessels battle groups (CVBG) of the PLA Navy, the ship has very advanced living support facilities including plastic runway, basketball court, gym, arena, Internet cafe and supermarket.

The ship is mainly used for accommodation for crew members, pilots, aviation crews and engineering and technical personnel during sea trial periods. It is a military quasi-luxury cruise ship.

The performance of the new barracks ship is similar to that of ship XuXiake (Hull 88), a China's first homegrown barracks ship commissioned in 2011.

XuXiake ship is about 219 meters long, 28 meters wide and has a draft of 8 meters with full loaded displacement of nearly 30,000 tons and maximum speed of 17 knots (1 knot equals to 1 nautical mile/hr), and its maximum range is 8,000 nautical miles.

In addition, XuXiake ship is equipped with two 57 mm twin-barreled naval guns, two 30 mm twin-barreled naval guns and two rockets launcher systems. The helicopter platform of the ship can carry one Z-8 medium transport helicopter.

The new barracks ship is designed to support 2,500 people for 30 days at sea before needing resupply.

The barracks ship can also be deployed as a training ship when necessary. XuXiake ship is equipped with a large number of simulators similar to those in Chinese aircraft carrier Liaoning. The sea trial data of the aircraft carrier Liaoning can be transmitted to various devices on the barracks ship through data links for trainees to carry out simultaneous simulation.
