My personal opinion on No. 16: the Chinese learn a lot from the Americans. And there the legendary aircraft carrier with the most aircraft carrier landings ever had the No. 16. The Chinese wanted to honor the Lexington with the 16 and thus give themselves the incentive to operate a similarly intensively used ship.

My personal theory is that:

01 to 15 are reserved for nuclear carriers.

16 to 30 are reserved for conventionally powered carriers.

31 to 45 are reserved for LHDs.

46 to 60 are reserved for LHAs.

The first Chinese nuclear powered aircraft carrier will get the number 01.

Hypothetically somewhere later in the century, if China had already built 15 plus conventional carriers, decommissioned and started to replace them with a new class, once it is part the number 30, it will wrap back to 16 and the number counts upwards again.

I thought starts with No. 16 is because that's the number of coming to age. So appropriate for the very first operational carrier for PLAN and for China.

In my opinion, that is the most likely assumption. Liaoning and Shandong are not considered first class aircraft carriers. 003 may be the first of first class carriers ... or the first nuclear carrier is the first. Let us wait, we will see :).

If 003 becomes pennant 01, that will be quite a waste of pennant numbers (18 to 30) that will never be used again when China settles for catapults on carriers permanently. Unless they plan to reserve these pennants for STOVL ramp using drone carriers.

May be 018-030 are for medium fleet CTOL support carriers, who knows?

It is very unlikely to go back and use 01 for any carrier. Given the symbolic significance, 01 will be used for a ceremonial ship much like the license plate of the Presidential sedan used for reviewing troops.

Will they skip 24 and 34? I am guessing not but I am willing to place a small bet that they will skip 4X. 30-39 for 075's. 51 to start the first 076.

Why? There's even a 056A designated as 514 (sounds like "I'm gonna die"). How much worse do you think a pennant number can go than that?
