Train the trainers. Once they get to a good sized number of experienced, core pilots, training will accelerate.

What makes you so sure that its an aircraft supply issue? In the US, its at least 2 years before you are Aircraft Carrier qualified. And that does not include the time spent going to OCS before that. In addition, of that flight training, only the last year or so is spent with the actual aircraft you're going to qualify on the Carrier with. Now, consider that you are not going to make some person who just qualified on a Carrier in to a trainer. You need to make them experts and give them the experience before they are suited for being a trainer.

I am not remotely surprised that they don't have enough pilots.

Or maybe they've decided that unmanned aircraft are the way forward?

Absolutely this. The last thing PLAN want is inexperienced trainers giving substandard training. The carrier programme is a matter of tremendous national pride and prestige, and they are acutely aware the whole world is watching. The last thing they want is a high profile accident due to shoddy training. The value of the carrier fleet as a symbol of rising Chinese influence (and a source of protection for potential allies who feel threatened by the USA) would evaporate overnight. Just look at how Russia tried and failed to display it's power with the Kuznetsov debacle in the Mediterranean. The PLAN absolutely needs experienced and reliable trainers, especially as literally no one in PLAN has previous experience of carrier aviation in actual combat scenarios. They want to be cautious, and rightly so.
