is this a twin pylon for PL-12 in the central of a J-15?Screen captures of flight deck operations on the carrier Liaoning.

No, it's not. Notice how the missile is centrally aligned with the pylon, which doesn't have the Y adapter for holding two missiles. This means the crew were loading only one missile to that hardpoint. After they're finished loading that missile, the crew will load the remaining one onto a different hardpoint. That particular missile loader cart holds two missiles, thus saving time and trips to the ship's magazine, but that doesn't mean the two missiles the loader carries are intended for the same hardpoint.
You could be right, second last photo does has the pylon displayed
Interesting. The two J-15 tokens in the middle and on the right lack wings and tailplanes. I wonder if those components are detachable to indicate folded status.
