You know what's really interesting? Beijing's very passive response to accusations from the west. Can anyone understand the strategy?

You don't (officially) answer insane claims, it'd only give credence to them. An example would be I think the 80s US where an organisation would put out a newspaper ad saying how X product is better than the [leading car maker] and challenging them to a product showdown. Naturally the ad is never answered, as if they did - people might think, "Wow, if they can compete with that company, their [cheaper] products must be good!"

Naturally, the product in question is a piece of junk but they'd make their money and move on to the next operation.

Bejing has basically been repeating the same lines over and over, consistently with documents and support from the WHO and that's all that needs to be done. Tbh, the propaganda apparatus is doing all of us a big favour by making it so very obvious just how pervasive it is. A cynical observer might say that Beijing is letting them hang themselves, and I think earlier posters in this thread have mentioned that already.

I don't see it as passive at all.
But remember that the virus most likely did originate in China, so there's a limit to how much they can reasonably push back.
