anyway I want to say this:
the West has been suspicious about China
(if you were recently reading US military outlets like DefenseNews etc., you'd see many articles going like
Pentagon's priority is China threat Pentagon's priority is China threat Pentagon's priority is China threat Pentagon's priority is China threat),
but at the same time the West missed the pandemic,
so now administrations and institutions like the CIA, NSA, MI6 etc. will try to cover their, ehm, backs
It is not in intelligence agencies' domain to predict and manage public health crises, rather they report to their civilian political masters whose responsibility it is. Not to mention plenty of information on the disease and outbreak was available to the public and professional health spheres beforehand. So I would say the political powers that be in these countries are trying to shift blame elsewhere including throwing their own intelligence agencies under the bus as well as dumping it on foreign targets such as China, which of course propaganda is part of the job description of intelligence agencies.

Absolutely. How does it make these countries look when hey vaunted their first world superiority over China to see China contain a virus from surprise outbreak far better than they could even with warning? How does it make the US look to know that even with 2 month's advanced warning, they will still suffer undoubtedly over 1,000% the mortality of China in a population that is only 25%? The US said they had the number 1 health system in the world. It's not explainable, so the only thing they can do is accuse China of lying and try to cast blame on China.
The arrogance, complacency, incompetence, internationally as well as domestic political prejudices of these countries' leaderships against segments of their own countries that would be hard hit are on blatant display for all who choose to take an objective look. The disease outbreak happens within the greater context of pre-existing societal problems.
