This article is quite misleading. South Korea turned on Surveillance State big time, required people to put an app on the phone, did extremely aggressive contact tracing of the cult members, then forced each of them into testing or quarantine. In the West that would be hollered as religious suppression. What South Korea did was target a religious group and pursued each member relentlessly.
South Korea's "model" isn't a model because you have that poor church as an identifiable target. This aggressive measure --- inconceivable in a truly democratic nation that gives lip service to religious freedom --- was able to contain the virus from taking off from first base.
Italy cannot do that. There is no organization or institutionalized groups of individuals it can target --- institutions keep member databases. Country does not have a sophisticated citizen tracking apparatus. As a matter of fact the EU has been pushing against the American tech giants on data privacy.

Both China and S. Korea also have something in common, populations with Asian cultural values whose citizenry for the most part, trust in their government. You would need to be, if you want to download such an app into your phone and turn it on every time you leave the house. You have to be if people are voluntarily wearing face masks en masse instead of ridiculing them. You have to be for people being willing to show up in testing centers to get themselves checked.
If you look at places like S. Korea, Taiwan, Singapore, Hong Kong, Macau, they appear to be able to beat the virus at the containment level. Italy, Europe and US are way pass the containment stage. You simply cannot apply the same strategy once the cat is out of the bag.
Advice for handling situations like these, need to come from the doctors and only from the doctors, not from self righteous journalists and politicians.
