If you think about it, even if China's policies are strict, they are just delaying full opening by about a year compared with most countries. Now Hong Kong and Macau are opening, just expect their economies to surge. China will follow very soon with full opening.
Imo, starting to open up after most of the population is vaccinated with the fourth dose sounds viable. That would be in conjunction with preferably coming up with various solutions to fight the virus like the super duper mask that can detect the coming into contact with the virus.
The question is if most of the population would be game for the fourth dose even if inactivated vaccines are known to have the least side effects.
