Imo, starting to open up after most of the population is vaccinated with the fourth dose sounds viable. That would be in conjunction with preferably coming up with various solutions to fight the virus like the super duper mask that can detect the coming into contact with the virus.

The question is if most of the population would be game for the fourth dose even if inactivated vaccines are known to have the least side effects.

There hasn't been city-wide lockdown in tier 1 and tier 2 cities. But there have been small outbreaks and flare-ups in quite some places in mainland since Shanghai. Localized lockdowns are happening at the district, street or even neighbourhood level. As far as I can remember, Lhasa, Chongqing, Sanya and Guiyang have had some districts locked down recently.

Goes to show that vaccines cannot be trusted in the end. Best way to protect one’s self is to simply be careful and not fool around. Heck, even with all these vaccines, the USA is still the most screwed up by the virus then any other nation. And yet the judge others like they do….. seriously that nation deserves to burn
