That's really sad to see the huge amount of Americans dying from Covid-19, some of which needlessly passing away if only the people, government from all levels have heeded their own advice. Such a tragedy. Let's all hope that this virus gets controlled or become just your seasonal flu.

American culture is very different from Chinese culture. In the US it's all about individualism. In China it is all about country.

NOPE...The elderly don't want to be vaccinated then so be it as long as they are willing to accept getting tested ad infinitum and are wearing masks then in my opinion fine by me.
Here is what I am thinking:

  • If you are vaccinated with 2 doses you need to be tested every 48-72 hours.
  • If you are vaccinated with 1 dose (or none) you need to be tested every 24 hours.

If you are not vaccinated (or with only 1 dose) you also need to pay a fine of >$50 every month. Call it as an insurance premium due to increased risk of covid outbreaks which would damage the economy and due to increased healthcare costs.

You could then do the same with people who are vaccinated with only 2 doses and fine them $25 per month

I have taken 2 Pfizer last year because of Ontario vaccine passport requirement but have never taken another dose.

IMO, the government only needs to start demanding the unvaccinated to pay for the treatment if they catch the virus. That should be enough to incentivize the elders and their familiies to either take the jabs or take extra caution day to day.

Meanwhile, the government also needs to make it clear that vaccine side effects are covered by the publich healthcare.

Not only that. Covid outbreaks cause lockdowns which damage the economy

The costs aren't only about healthcare but for the wider economy as well. If they want to stay unvaccinated then they shoulder the cost for covering the economic damage by the lockdowns as these are mostly happening for protecting the elderly

From the leading multidisciplinary science journal/magazine NATURE has recently published their findings on China's dynamic covid policy/strategy. I won't interpret the study to support my own opinion, am just going to publish the abstract comment and then the link to the entire study.

Abstract

Having adopted a dynamic zero-COVID strategy to respond to SARS-CoV-2 variants with higher transmissibility since August 2021, China is now considering whether and for how long this policy can remain in place. The debate has thus shifted towards the identification of mitigation strategies for minimizing disruption to the healthcare system in the case of a nationwide epidemic. To this aim, we developed an age-structured stochastic compartmental susceptible-latent-infectious-removed-susceptible (SLIRS) model of SARS-CoV-2 transmission calibrated on the initial growth phase for the 2022 Omicron outbreak in Shanghai, to project COVID-19 burden (i.e., number of cases, patients requiring hospitalization and intensive care, and deaths) under hypothetical mitigation scenarios. The model also considers age-specific vaccine coverage data, vaccine efficacy against different clinical endpoints, waning of immunity, different antiviral therapies, and non-pharmaceutical interventions. We find that the level of immunity induced by the March 2022 vaccination campaign would be insufficient to prevent an Omicron wave that would result in exceeding critical care capacity with a projected intensive care unit peak demand of 15.6-times the existing capacity and causing approximately 1.55 million deaths. However, we also estimate that protecting vulnerable individuals by ensuring accessibility to vaccines and antiviral therapies, and maintaining implementation of non-pharmaceutical interventions could be sufficient to prevent overwhelming the healthcare system, suggesting that these factors should be points of emphasis in future mitigation policies.

However, lock down decision is made by the government, not by the elderly. Sweden never locked down, for example. It is not necessary to lock down, and not every country locks down. The US never had a national lock down. Only a few democratic states in the US had short lock downs in 2020.

I don't think it is wise to make the elderly incur costs of lock down. Doing so will surely cause social unrest. They will claim government officials ordered lockdown specifically to steal money from the elderly and put it in their own pockets because of corruption. Such a move may cause an armed uprising in China as the military defects to NATO side.

Ahh Sweden, the country who sacrificed their elders and Western mainstream don't give a single damn.
