How did you come to this conclusion? Did you quantify the racism of every country, quantify it, and create some racism index? This sounds random to the point where I cannot and do not want to argue it unless it was further explained but if you knew Chinese people, you would know that the Chinese are definitely not the least racist race by a long shot.

The public meaning the Chinese public, not the public of the world. It has nothing to do with racism.
The socialist USSR provided even more aid to developing countries around the world.
Maybe they shouldn't have, cus their economy failed and they collapsed.
Other states are more racist, not because the people are more racist, but the state is, as the state is built on private ownership of means of production, and the ruling class is the exploitative capitalists, who are fundamentally racist (as racism is good tool to divide and rule, not to mention they get to pay colored people less).
That's absolutely ridiculous.
In a multiracial capitalist society like America, "colored" people are a minority and whatever money there is to be saved from a slight decrease to the pay of this small portion of the workforce is far more than offset by the exorbitant crime rate, lower workforce participation and social aid/welfare given to them. The effect of racism, (if it is to be assumed that racism is the cause rather than the effect of their on average lower workforce performance, higher crime rate and higher use of social support,) is against the smooth operation of the economy and against capitalist interests.
In a much more homogenous society like capitalist Japan, there is just no desire to exploit or do anything with what little minorities exist; the Japanese wish them gone so Japan can be even more homogenous. Nobody wants to hire them much less exploit them.
There is no connection between racism and capitalism.
