It has to be Pfizer. Fosun only has exclusive distribution and production rights within greater China.

For this reason, Pfizer may only have exclusive distribution and production rights in the US, and if the vaccines are shipped out of it, that would require BioNTech's permission.

However, BioNTech's Singapore venture doesn't mention Pfizer as a partner on that. That points to having separate partners on this. Pfizer and/or Fosun may still be minority partners on this, or it can be with local investors.

BioNTech will be handling the negotiations, but the vaccines can come out from anyone of its partner ventures. For example, shipped from China to the Philippines.

Going outside of Pfizer and the US means BioNTech does not need US government approval for export.

Not really, Pfizer has exclusively rights in all countries except greater China with Biotech. It doesn't require BioNtech's permission to make sales and distribution as they split profit at 50/50. Look, Pfizer handles all the distribution, manufacturing and contracts signing.

As for Singapore venture, read the article again. It is for mRNA vaccines not just covid. It would only be ready in 2023. BioNetch is preparing for its future when it doesn't need Pfizer. It wants to have its own manufacturing plants such as the Singapore venture and Fosun venture. But for now, Pfizer is still the exclusive distributor of BNT162b2.
