In a move expected to boost US jet sales to China's fast-growing market, the Federal Aviation Administration has opened an office in Shanghai that will aid mainland manufacturers' efforts to get certification for their aircraft.

In a move expected to boost US jet sales to China's fast-growing market, the Federal Aviation Administration has opened an office in Shanghai that will aid mainland manufacturers' efforts to get certification for their aircraft.

The new office initially will mainly support efforts by China's General Administration of Civil Aviation to meet safety standards and gain approval for its domestic jet, the ARJ-21, said John Hickey, director of the FAA's aircraft certification service.

Civil aviation authorities around the world usually follow the FAA's lead on safety issues, and certification is a crucial step for any new airliner.

Closer liaison will facilitate ties with many of the US companies that are working with China on the ARJ-21.

"This is certainly facilitating the exchange of aeronautical products between the United States and China," Hickey said

The ARJ-21 is part of China's efforts to design and build its own large aircraft, although foreign manufacturers are to supply 40 percent of its components. Current plans call for the engines for the mid-sized jet to come from General Electric.

Rockwell Collins is expected to supply the cockpit, Parker Hannifin Corp the fuel system and Honeywell International the avionics.

The ARJ-21, China's first homegrown jet airliner with a capacity for 70-100 passengers, is due to begin production by the end of the year, with the first test flights scheduled for next March, said Zheng Qiang, a vice president of China Aviation Industry Corp I, the state-owned manufacturer also known as AVIC I.

The jet maker said China is expected to receive a total of 71 orders for the ARJ-21 by next month, but the 6 billion yuan (HK$6.05 billion) project may take up to 15 years to break even.

AVICI Commercial Aircraft, the commercial arm of AVIC I, has already secured 41 firm orders for the ARJ21 from domestic carriers, while a local leasing company will sign for 30 more next month, Zheng said. ASSOCIATED PRESS, REUTERS

BERLIN : China will soon be threatening major Western aircraft makers, Boeing boss James McNerney said in an interview with German weekly Der Spiegel to be published on Sunday.

Warning that it was wrong to think that there would only ever be Boeing and Airbus in competition, McNerney was quoted as saying, "The Chinese have well-trained people, a strong spirit of enterprise and an enormous domestic market."

McNerney said the US manufacturer had learned its lesson after failing to heed the threat from its European rival.

"We were market leaders and we went to sleep, instead of staying wide awake," he added.

Asked about Airbus's current problems, stemming in part from difficulties with its giant A380 airliner, McNerney said the two companies had different views of where the market lay.

"We believe the future is with smaller aircraft capable of flying long distances between medium-sized cities, rather than in the development of large hubs" favoured by Airbus, he said.

But McNerney added that the A380 was "a marvellous airplane, very exciting from a technological view," Der Spiegel said. - AFP/ch

Mass production of ARJ21 airplane to begin

Mass production of the ARJ 21, the new turbofan regional jet to which China for the first time has the full intellectual property rights, will start this year. The first three airplanes will be delivered to buyers in 2009. There are currently 71 orders for the aircraft, said Liu Qianyou, Deputy General Manager of Avici Commercial Aircraft Corporation Ltd.
The major sections of the first sample plane, including the nose, the wings, the body and the tail have been manufactured, and will now be assembled.
The ARJ 21 airplane has between 70 and 90 seats, and has a maximum range of 2,000 nautical miles. Unlike many other projects in the aviation industry, China is the main contractor in this project and has organized the involvement of foreign and domestic suppliers according to international rules and using Chinese core technology.

China announced on Monday it had approved a plan to build large passenger aircraft which analysts said could take on Boeing and Airbus not just at home, but eventually on the world market too.

The Cabinet made the decision at a meeting presided over by Premier Wen Jiabao after listening to details of a feasibility study on the project, the State Council said in a statement posted on the government's website.

The plan is to "design and build airplanes that can carry more than 150 passengers and compete with Airbus and Boeing," the state-run China Daily said in a report.

China's experience has so far been limited to manufacturing smaller, regional aircraft, with the ARJ-21, of up to 105 seats, expected to begin delivery in 2009, according to state media.

Observers have said, however, that a new Airbus assembly plant for its A320 jets now under construction near Beijing could be one stepping stone towards obtaining greater technological know-how in the segment for larger planes.

In another article (I can't remember where) it was noted that it took Airbus 40 years to develop a full line of jets.

Airbus and Boeing are in an odd position. China insists that they manufacture locally and work on technology transfer in order to cash in on the huge Chinese market, but of course they're contributing to building up what will eventually be a competitor.

The Chinese really know how to push their weight around (and good for them, IMHO).

Indeed, for the reasons you stated I believe it a mistake that Airbus signed an agreement to build plants and manufacture planes in China.
On the short term, it might boost production orders for a potentially huge market (China). In the long run, there will rise a third competitor (even faster) in a branch were two are already too much.
Becuase of the huge costs for developing new big passenger aircraft, Airbus and Boeing already are being highly subsidized by their respective governments.

interesting enough, Be-103 after the initial delivery is now being assembled in Jilin according to this latest article.
Talks about 3 steps:
First step involves assembling 6 Be-103
Second step starts to use domestic parts
Third step is complete indigenization of the plane
Looks like there is no military value here. I wonder how the Be-200 deal is going along

  中新社吉林十一月二十日电(苍雁 程宇)据吉林市官方今日透露,吉林市与俄罗斯相关企业于本月正式签订了合作制造BE—103型飞机的合同,飞机制造厂厂址选在该市吉林经济技术开发区航空科技园内。这一项目结束了吉林省不能制造飞机的历史。

  BE—103是一种水陆两用小型飞机,一次可搭载六名乘客或三百三十公斤的货物,航程较短,适用于其它交通工具难以到达的水网纵横的地区,可以广泛运用于水利、气象、抢险救援和农药喷洒等多个方面。

  据吉林经济技术开发区投资促进三局局长王云力今日介绍,该项目将由吉林中俄贸易交易有限公司与俄罗斯阿穆尔共青城“加加林”航空生产联合体、苏霍伊股份公司及塔甘罗格市“别里耶夫”航空科技集团等公司合作,共分三期完成。

  一期工程预计组装六架BE—103型飞机,首架飞机将于明年十一月之前组装完毕。二期工程时,将逐步实现该飞机零部件的国产化。到第三期工程,将基本实现BE—103型飞机的国产化。

  此间专家称,飞机制造厂在吉林市的建成和投产,势必将带动周边地区相关配套产业的发展,飞机制造业在吉林省也有望成为又一新的经济增长点。(完)

LIMA, Dec. 5 (Xinhua) -- Bolivia's Senate approved on Wednesday a 35-million U.S.-dollar loan from China's Import and Export Bank to buy two airplanes destined to Bolivia's Military Aerial Transportation, according to reports reaching here.

The MA-60 airplanes are expected to meet the public demand for air transportation service in the primary and secondary routes in Bolivia through regular, secure and timely operations, officials said.

Each of the MA-60 airplanes costs 35 million dollars, which will be paid in a 20-year span with the operation profits of the planes, Bolivian Air Force (FAB) Commander Luis Trigo said.

The FAB purchased its first cargo plane, a DC-10 heavy-load aircraft on July 28.

Since 2006, the FAB has purchased two Fokker airplanes, a 212 fighter plane and two BAE 146-200 planes.

China builds world's largest press forge, paves way for jumbo planes

CHENGDU, Dec. 7 (Xinhua) -- China has started the building of an 80,000-ton press forge in Deyang, the southwestern Sichuan Province, paving the way for making large planes, a longtime dream of the nation.

The project, with an investment of 1.517 billion yuan (204.7 million U.S. dollars), has won the approval of the National Development and Reform Commission and is expected to be the world's largest when it is finished in two and a half years, said Zeng Xiangdong, project director and vice general manager of China National Erzhong Group Co. on Friday.

A large die-hydraulic press forge is one of the key instruments in making jumbo planes. Only a few countries, including the United States, Russia and France, have such facilities, according to Zeng.

The current largest press forge is 75,000-tons and is owned by Russia. All the press forges currently in China are below 40,000 tons, which are unfit for making key parts of very large planes and hence hinder the development of the aviation industry, equipment and manufacturing.

Chen Xiaoci, vice director of the press forge project, said the machine is designed by China National Erzhong Group and built in the company's compound.

The company has produced more than 400,000 die-forgings during the past 30-odd years for China's aviation industry, used in all the models of Chinese airplanes.

China started to build very large aircraft in 1970, only two years after Airbus went into production, but the project was later shelved despite a promising start.

After a decades-long suspension, the central government last year revived the blueprint in the 11th five-year plan (2006-2010) in order to meet the country's growing demand for air travel.

To prepare for the very large plane project, China began building its own regional jet, the ARJ-21 -- meaning "advanced regional jet for the 21st century" -- in 2002.

Only the United States, Russia, France, Germany, Britain and Spain currently have the ability to build very large aircraft, with the United State's Boeing and Europe's Airbus taking the lion's share of the international market.

The Advanced Regional Jets for the 21st Century, or ARJ21, China's first regional jetliners holding independent intellectual property rights, will be launched soon.

A CCTV correspondent visited the ARJ21's workshop inside the Shanghai Aircraft Manufacturing Factory and found the aircraft almost completely assembled.

The workshop manager asserted that the body of the plane has been put together and the tail, engine and wing sectors are currently being affixed to the aircraft.

The ARJ21 will seat 70 to 90 people. The plane's components were produced at various plants around the country and taken to Shanghai for final assembly.

Another advertising name for the ARJ21 is being collected online; a newer, snappier name will be publicized by the end of this year.

The ARJ21 will go on its maiden test flight in March of next year. The first plane will be handed over to its purchaser in September 2009.

The ARJ21 series plane has adopted advanced technology including supercritical wing designs, allowing the craft to remain air born for 1200 to 2000 sea miles. The purchasing company plans to offer nonstop flying service for more than 98% of their domestic flights.
