As that video linked above suggests, trump's latest executive order plans to charge fees of upward of a million dollars to ship operators every time their ship enters a US port, provided the ship was built in China. What effects might that have?
Fees could raise shipping costs on some routes from Asia to the U.S. by up to $800 per 40-foot container. Those costs would be passed on to importers and consumers

Does anyone have the full paper? If I'm reading this correctly, it appears to mention a magnetically levitated mount for generators to reduce their vibration and noise.

I mean if the US succeeds in making all their allies do it, then in this situation china might as well put a fee in non Chinese ships and everything will even out. Transport will be more expensive overall across the board but they won't be able to deviate from china still. It will just increase inflation

The draft executive order, dated February 27 and reviewed by Reuters on Thursday, proposes fees should be imposed on any vessel that enters a U.S. port, "regardless of where it was built or flagged, if that vessel is part of a fleet that includes vessels built or flagged in the PRC (People's Republic of China).
So it's not just per ship. It's per company which operates ships. Even if the ship itself is not Chinese in any way, the company will still get slapped a fee if has chinese ships in its fleet, regardless of where those Chinese ships go?
