I think that's big. Previously there was no direct insitutional suggestions on purchases of american semiconductors

yeah, this is pretty big and came out jointly. You can see they've been anticipating it for a while.

3 major associations came out at the same time with these warnings.

full export restrictions on Ga, Ge, Antimony and Tungsten have finally been added.

Let's see how Qorvo & Qualcomm make their RF components now. Of course, the problem here is that there is no universal banning of Ga/Ge exports, so it's possible for these metals still making it to American end user supply chain depending on the implementation here.

Of course USA will still end up buying those rare earths from China. The goal isn't to stop or block off USA, the goal is to make their products prohibitively expensive.

China isn't USA, they aren't stupid. You can't just block your way to victory. China's actions are purely to raise costs for USA, knowing that China will have cheaper parts and thus be better on the market.

Kaishitong responds to being included in the US Entity List: Little impact on the supply side.

On December 2, the Biden administration of the United States announced new restrictions on China's access to chips and key components of artificial intelligence (AI), further intensifying its efforts to curb China's technological development. The U.S. Department of Commerce imposed additional restrictions on the sale of high-bandwidth memory (HBM) and chip manufacturing equipment. The new rules affect 27 types of chip design and manufacturing tools, including equipment produced by U.S. companies in foreign factories. It also added 140 Chinese entities, including Kaishitong, to the Entity List.

The industry is concerned about the impact of the US move on Kaishitong. In this regard, Kaishitong stated that the addition of the Entity List will have little impact on the company's supply side. Kaishitong, a subsidiary of Wanye, has launched response measures since 2020 to carry out the development and verification of domestic parts and components for ion implanters. On the one hand, it actively strengthened the localization cooperation of core parts and components and increased the localization rate of parts and components; on the other hand, the company stocked some core parts in advance to ensure the security of the supply chain.

Pioneer Technology Group, has deep accumulation of upstream and downstream resources in the semiconductor industry chain. It can not only provide Kaishitong with electronic materials (such as doping materials, precursors, and electronic special gases), key components (such as electrostatic chucks, flow meters), and ion source process testing supply chain support, but also help Kaishitong achieve in-situ detection of machines. Pioneer Technology Group actively empowers Kaishitong in terms of basic materials and its own independent research and development and supply capabilities for components to ensure the autonomy, stability, and security of the company's supply chain.

Public data shows that Kaishitong is the first domestic equipment company to obtain verification and acceptance for its 12-inch integrated circuit ion implanter, large beam current and high energy ion implanter. Over the years, it has continued to deepen its presence in the industry, and its product development has covered multiple application areas such as logic, storage, and power. It has core key models such as high energy ion implantation and ultra-low temperature ion implantation equipment.

Recently, the Hubei Provincial Development and Reform Commission issued the "Notice on the Announcement of the List of Recognized Engineering Research Centers in Hubei Province in 2024". Wuhan Pusais Electronics Co., Ltd. (hereinafter referred to as "Pusais Electronics") is the main supporting unit, Wuhan Pusais Instrument Co., Ltd. (hereinafter referred to as "Pusais Instrument") and Wuhan University of Technology are co-construction units. The "Hubei Engineering Research Center for Laser and Semiconductor Test Instruments" was officially approved for construction.

Much like China still gets SME and Nvidia top of the line chips. The point is to throw sand in the gears and increase costs, complexity and time, both US and China know that absolute bans won't work and sanctions are permeable.
