That is right. According to the Wassenaar Arrangement China was to be kept perpetually two process nodes behind.
Then for whatever reason they lifted those restrictions but now they put them back, except it is even more restrictive, since the US put a hard fixed ceiling on what can be imported by China, instead of the two process nodes behind.
I've written about this a few times in my articles on how U.S. sanctions against China were not working and in fact were accelerating Chinese equipment localization, first on Seeking Alpha and now on Substack. What happened during President Clinton was that under the Wassenaar arrangment China couldnt build any 300mm fabs and chip node needed to be 2 nodes behind the U.S. Then SEMI, the Equipment consortium that puts on Semicon shows, lobbied the U.S. Congress to enable its members, equipment companies, to sell 300mm and state-of-the art equipment because the Chinese promised not to use the the chips in military operations. SEMI members made money, Clinton gave missile guidance to China, and the rest is history. So GREED won out.
Now under another Democratic party leadership, Biden used POLITICS to doll out money under the U.S. Chips Act. I just discussed this at a Bank of America Asia presentation on Monday.
