Well, for starters those guys don't advocate for private industry, at least not the semi industry anyway but yes, if they were lobbyists they would have been fired and blacklisted a while ago.Its not fair really. If I make a mistake a work, I get chewed out. If I keep doing it, I could lose my job.
These guy bad analysis cost their clients billions of dollars. And they still keep getting employed instead of blacklisted. How on earth does that work?
Think of those think-tanks (no pun intended) more as non-profit political advocacy groups whose agenda aligns with that of their donors; a mix of big corporations (with a high proportion of defense contractors), governments, other political foundations and individuals with political agendas. They are working to advocate policies that they believe provide political and strategic advantages aligned to their donor base and governments. They are not representatives of an industry trade group such as SEMI whose job is to advocate policies to grow their industry and market.
The people they are costing billions are not their clients, and neither do they care as they do not represent those interests. To the interests they represent, they clearly are saying all the right things so they continue to be funded and employed. Results are a work in progress.
