Exclusive: China mandates 50% domestic equipment rule for chipmakers, sources say

China's largest chip equipment group, Naura, is testing its etching tools on a cutting-edge 7nm (nanometre) production line of SMIC, two sources said. The early-stage milestone, which comes after Naura recently deployed etching tools on 14nm successfully, demonstrates how quickly domestic suppliers are advancing.

Naura filed a record 779 patents in 2025, more than double what it filed in 2020 and 2021, while AMEC filed 259, according to Anaqua's AcclaimIP database, and verified by Reuters.

That's also translating into strong financial results. Naura's revenue for the first half of 2025 jumped 30% to 16 billion yuan. AMEC reported a 44% jump in first-half revenue to 5 billion yuan.

To me it means China regulators have evaluated now local capacity is enough to sustain capex expansion in China. This was not a given just 12/18 months ago.

Also a lot of focus on NAURA in the article. There are also other (possibly wrong) references to cleaning tools, but even if content is not legit, the point is that NAURA seems under the spotlight from US media...of course NAURA is already blacklisted but is also already fully localized, so no clear what's the goal of this.

this announcement is faster than i expected.

There are much more domestic tools outside NAURA/AMEC.. they are not only testing Etching tool for 7nm but Metrology/ion implanter equipment as well.

all domestic firms have record revenue in 2024-25 which will further increase in coming years as they are in transition phase from mature to advance nodes.

as i said earlier, there is no future of western SME firms except ASML in mainland in coming years.

China is reportedly requiring chip manufacturers to use at least 50% domestically produced equipment for new production capacity expansion projects to receive state approval.

50% access is still kind of generous on part of the Chinese government considering that what US stooges, especially Biden stooges, try attempt in China was basically an assassination attempt.

Also apart from these rule, I think in my personal opinion that the Chinese government and provincial governments should give subsidies according to the amount of domestic equipment, material and software that a semiconductor or design company use, the higher the amount the higher the support. That way the government money doesn't go to monopolies that at the end of the day, sooner or later, inevitable will end being weaponized by clowns stooges.

Ultrapure Hydrogen is a key material in EUV cleaning.

Huaxin Chuangneng Ultra-High Purity Hydrogen Generator.

Huaxin Chuangneng (Guangdong) Technology Co., Ltd. is a key hydrogen production project introduced by the Chinese Academy of Sciences Industrial Technology Research Institute. It is an enterprise specializing in electrolytic hydrogen production equipment and technical services. The company integrates R&D, design, manufacturing, sales, and service. Located in Shengshi Tengfei Intelligent Manufacturing Park, Guicheng Street, Nanhai District, Foshan City, the company has completed its first-phase production line, covering an area of 2,150 square meters, with a PEM membrane electrode production capacity of 10,000 square meters per year and a bipolar plate production capacity of 20,000 square meters per year. With strong support from the government and the Chinese Academy of Sciences, the company has the capability and confidence to provide customers with professional, efficient, and consistently stable products and after-sales maintenance services.

The company's core R&D team has been deeply involved in the field of hydrogen production through water electrolysis for over a decade, consistently adhering to a market-demand-oriented approach and driven by technological innovation. The company possesses independently developed technologies for roll-to-roll membrane electrode double-sided direct coating, bipolar plate protective coating, modular assembly and mass production of fuel cell stacks, as well as a five-in-one purification technology (high-precision physical filtration, freeze-drying, membrane separation purification, PSA pressure swing adsorption for impurity removal, and low-load low-temperature palladium alloy purification ) and a ten-in-one hydrogen generator safety protection technology.

The company's hydrogen production machines have passed third-party CNAS/CMA testing and certification and EU CE certification . They meet all the requirements of the national standard (GBT3634.2) for electronic-grade ultrapure hydrogen (purity ≥99.9999), and the impurity index is better than that of Air Liquide bottled hydrogen. The energy consumption meets the first-level energy efficiency standard and has been successfully applied in many fields such as semiconductors, synthetic diamonds, biomedicine, and analytical testing.
