Wait, so based on this report alone, China appears to have chickened out? Or are waiting for additional information?

Depends on what's actually happening, which is not clear at the moment. China is the only one that has made a statement so far. It looks like Western media wanted to frame it as a US decision, so when China made this statement, they publish "US will announce" according to "people familiar with the matter" without making it look like the statement actually came from China, not the US.

Here's headline from SCMP. It's not a blanket lifting of ban, but giving export licenses on a case by case basis. China's statement also asks the effected companies seeking relief to contact Chinese authorities for licenses. This highly suggests an arrangement where they bypass Netherlands completely and source all wafers from China. If that is the case then I would say it's a win for China rather than chickening out. If WingTech can move the entire production to China and at the same time keep all customers then it is a win.

We will comprehensively consider the actual situation of enterprises and grant exemptions to exports that meet the criteria,” a ministry representative said in a statement.
According to the ministry, exemptions were being considered to stabilise the supply of Nexperia chips in global supply chains. It encouraged affected companies to reach out and request such an exemption.

So the Chinese side’s concession in exchange for US dropping the 50% rule includes the Nexperia concession then, expect relives would be granted case by case by the MOFCOM?

The first sub-fund of the Wuxi Integrated Circuit Special Fund of Funds has been launched with a scale of 2 billion yuan.

On October 29th, the Wuxi High-Tech Investment Yida Strategic Emerging Integrated Circuit Equity Investment Fund completed its business registration in Wuxi High-tech Zone. This 2 billion yuan fund is not only the largest registered industrial sub-fund within Jiangsu Province's strategic emerging industry parent fund system, but also the first registered sub-fund of the Jiangsu Wuxi Integrated Circuit Industry Special Parent Fund. Its establishment signals a clear provincial and municipal coordinated effort to develop strategic emerging industries. It echoes Jiangsu Province's provincial strategy of "accelerating the creation of an important base for developing new high-quality productive forces" and precisely addresses Wuxi's industrial needs as an advanced manufacturing base. Through capital empowerment, it will alleviate the financing pressure on enterprises, especially small and medium-sized technology enterprises, in the fields of integrated circuits and the Internet of Things, injecting strong momentum into the upgrading of the regional industrial chain.

This fund was jointly established by Wuxi High-tech Zone Science and Technology Innovation Industry Development Group Co., Ltd., the integrated circuit special fund of funds managed by the municipal industry group, and industrial capital. This diversified investment structure leverages both the guiding role of government funds and the efficiency of capital operation through market-based capital. Yida Capital, the fund manager, has accumulated rich investment experience in high-end manufacturing fields such as semiconductor laser equipment. It can not only provide professional capital operation support for invested projects but also connect them with high-quality industrial resources to help companies overcome development bottlenecks. Relying on the patient capital advantage of the Jiangsu Provincial Strategic Emerging Industries Fund of Funds with a "15-year duration," the fund will focus on "early-stage, small-scale, and hard-tech investments," providing continuous financial support for core technology fields with long R&D cycles and slow investment returns, ensuring the steady growth of innovative enterprises.

The fund will focus its investments on core areas such as integrated circuits and the Internet of Things (IoT). Integrated circuits cover key aspects including chip design, manufacturing, packaging and testing, semiconductor equipment, and electronic materials, with a focus on supporting companies with independent intellectual property rights to help overcome bottlenecks in high-end general-purpose chips and EDA.

CMOS_SmartPhone+Sales-2024.jpg
A pretty up to date figure of 2024 CMOS sales among smart phones. Galaxycore is catching up to Any and Omnivision is right behind. Keep in mind this is better unit, not by revenue. Galaxycore suppliers lower end ones, whereas Smartsens & Omnivision have more competitive primary CMOS chip.
