Where have you seen evidence of that?

<NINJA EDIT @escobar said this article was de-bunked as trash>

Here is suggests that Taiwanese chipmakers signed an agreement to seek indigenous lithography equipment to break dependence on US tech (and therefore US foreign policy whims against it's largest market (China))

Taiwan's chip producers want to maintain their leadership in China's domestic chip fabrication and will build their own chip-making equipment to prevent US sanctions from slowing their investments on the mainland.
...
“We have a world-leading semiconductor industry in Taiwan, but 90% of our semiconductor manufacturing equipment is imported,” said Habor Hsu, chairman of the Taiwan Machine Tool and Accessory Builders Association, the Taipei Times reported.
...
He added,“In the wake of Covid-19 and the US-China trade dispute, international businesses will change where and how they make their products.” Four Taiwanese trade groups and three nonprofit organizations representing the whole of Taiwan's high-tech industry signed the deal.

From @Oldschool we know next year a fully domestic 14nm line will be introduced, like what our esteem and knowledgeable members had posted before the jump from Planar to FinTech is huge, very huge so is the necessary equipment, here are some tidbits.

This is an old article in 2017, China already achieved some areas of 14nm advancement . It started working on it since 2008.

Just to show that it takes times

I like what @Oldschool is proposing, why not let this FAB participate to fast track China EUVL effort?

Since Hynix disapproved by US to bring ASML EUV litho into China now it's the chance to bring Samsung , Hynix, TSMC to support financially and technically of China EUV development much the way they supported ASML during its development.

Huawei under Ren Zhengfei had instill that Yanan Spirit ethos. By sanctioning and Banning Huawei they gone back to basic and like that of MAO, establishing multiple soviet base as an Organic Growth strategy. And it's succeeding and like that of Mao during KMT anti-Communist pacification campaigns The roadblocks US put in only intensify its motivation to succeed.

Huawei will set up its first wafer manufacturing plant in Wuhan to support chip development, which will be put into operation in 2022. Huawei, as a well-known Chinese technology enterprise, has received huge support from the Chinese government. Thanks to this relationship, its future business path will be more and more smooth. However, Huawei has made any official response and response to this news. This time, we have a new understanding of huawei's low-key spirit, and how high is huawei's real internal technology level? We don't know. Let's wait and see. In recent days, Ren Zhengfei made a announcement: Huawei is 'hard fight, heroic sacrifices' amid US chip sanctions. As we all know, Huawei 5G services is too strength to be envied by USA’s tech industry. So America made a chip sanction. Ren Zhengfei, Chinese tech giant Huawei's founder, has called on the company staff to "fight" amid the US sanction during an internal meeting recently, asking them to use " hard work and heroic sacrifices" to fight for a peaceful environment for the next 30 years, so that no one dares to bully the firm.
