This isn't that hard to find in China because of how inflated science university degrees became, as anyone with a passing interest in science is able to get one, but then these people are unable to find desirable white collar employment.
What are the chances US just tried their normal spiel of putting in paperless immigrant labor, prison labor or barely literate members of the ghetto or trailer park tribes? If the job requires some level of scientific education, knowledge of mathematics etc then a lot of US unskilled labor will not be able to meet the requirements.

Manufacturing technician: high school or GED. Watch a screen.
Equipment technician: associates or military experience. These are the MVPs in a fab and who keep things working. Note that you need engineers for equipment at an actual equipment company but associates can be trained at the fab since they mostly need to follow orders.

Yes, there are parts that need a human on board. There's a subfab, for instance, that supplies chemicals and gas to the main fab production area.
