HQ doesn't matter, what matters is operational sites and R&D sites, because those can be confiscated, and they know it.Small comfort until all these Chinese founders start independently indigenous analogs in China which will not be subject to any possible US sanctions. Lam Research's founder is also ethnic Chinese, but is apparently living it up in North America.
Ideally, there should be indigenous counterparts capable of making all the imported components. It's not safe enough to rely on Chinese-founded foreign companies unless they are ready to switch allegiance when sanctions hit.
