But why would anyone pay Billy Bob Jones FAANG level salary when some Jai Hind guy can do pretty much the same job at 50 cents an hour?
You don't understand, you get Jai Hind level trolling with broken English and cheap call center accent. Billy Bob meanwhile provides real murican made in the US of A expert internet consultancy services and most of all his background is highly identifiable with the average murican.

In the end do you want a critical national security role outsourced to some cheap Jai Hinds or do you want real muricans to handle the tough jobs?

The big problem isn't single instruments, it is how Lam or AMAT can provide a seamlessly integrated production environment due to their wide variety of production tools. As of now the integration for Chinese tools is left to the customer which might be good for either highly sophisticated customers that only care about maximum cost effectiveness per instrument because they have a proprietary integration environment, or R&D tools that can just be manually operated.

There's no turnkey system which might be important for industrial customers who want to set up a small/medium internal fab or something.

But Chinese producers have all the pieces, right? They just need to consolidate under some framework.

It sounds like it'll run a Chinese OS, for a completely Chinese netbook. Huawei's Harmony OS maybe?

As for software, the laptop runs a custom OS developed in China and naturally comes with a BIOS designed in Tianxia.
Would HarmonyOS be considered a "Custom OS developed in China"? It could also be something akin to android, like a fork of android.

I think Naura is one of the most seamless integrated companies in China, they offer a wide range of products. Very comparable to AMAT. the other company that comes to my mind is Acmr

Consolidation takes time. Getting multiple different things to work in harmony is actually a more time consuming endeavor than getting individual state of the art capabilities.
Is up to the fabs to validate their equipment and materials, most fabs end up sticking and collaborating to a few secure suppliers when developing their manufacturing process.
