Should be able to compete in performance. Not sure on price though
In compute i wouldn't be surprised, but not energy usage wise. Maybe china has some battery breakthrough coming in for 2022/2023.
Definitely on price. Wafer costs are higher than packaging costs and 5/7 nm wafer costs can be 3x higher than 14 nm. Also you can put i/o chips on 180 nm which is dirt cheap.
Probably can't compete on energy efficiency though.
