Why can't China license production jet engine from Rolls Royce instead of purchasing from Russia.
Right now, All the Navy ship engines are license produced from French or German, and China pretty good at that now.

Of course China can license produce jet engine from Rolls Royce. But would Rolls Royce want that? It is not just one party. Not to mentioned the arms embargo is not being lifted yet, remember?

And why would China want to do that? She had a very robust engine development program and a good relationship with Russia so buying Russian engines for some of their aircraft type while doing their own development meet all the criteria for China right now. Why bring in another factor and sour the relationship as of now?

Those naval engines are diesel engines which are not considered to be strategic goods. Gas turbines engines and especially the production methods for the high temperature turbine blades belong to the other category. Also these are also the jewels of the companies RR, GE and P&W which they protect against each other.

China has since 2010 have 100% indigenized the production. And have created a upgraded variant of their own the WS-9A from about 91kN of thrust with afterburn to about a 100kN thrust with afterburn. I don't understand why they don't use this engine for the JF-17 Thunder and the J-31 prototype instead going for the Russian RD-93 and develop the WS-13.

Too Big, too heavy and therefore the trust-to weight ratio to low.

If I recall correctly both GE and RR's ceramic turbine blades are made in Japan.

The J-20 can and will be adequate to "blow people away" with Al-31 engines, just based on its stealth and BVR performance, as long as it's fighting fourth gen fighters. As long as it can detect its opponents first from out of their radar range, as well as launch missiles from within their NEZ, non-stealth opponents will be blown away before they can engage IRST or achieve a missile lock on the J-20.

Against actual 5th generation aircraft the J-20 will need better engines, of course.
