Problem is that by making exemptions you also identify pain points your opponent can exploit. This works both ways, of course.

Remind that China is the world's largest consumer market by product and goods consumed. It's not China's fault that that American consumers have to spend so much for health care, education and lawyers.

Don't forget that Chinese government also has to deal with domestic lobbyists.

but it is entirely likely there are certain medical devices that don't have domestic alternatives and some tariffs exceptions should be made.

If were you, I'd be more concerned about all the Ga/Ge/Sb/RE transshipment.

I wrote about all the work China did to build up supply of soybean from Brazil to feed its growing pig industry. Huge amount of work.

China's economic and food security related planning is off the chart impressive.

How much protein per capita does China consume per day? Americans like to eat steaks, but the Chinese have surpassed them in protein intake.

China : 128.5grm per day per capita (39 grms in 1961)
USA : 121.6 grm per day per capita (98 grms in 1961)
India : 72 grm per day per capita (53 grms in 1961)
Australia : 116 (105 grms in 1961)
New Zealand : 106 (96 grms in 1961)

I agree though that majority of protein China consumed are from Pork and Fish, while US would be Beef
