Smart. And it seems that they are laser-focused on exempting absolutely critical specific things that can't be bought from anywhere else, not whole industries. China seems to be going for long term tariff plans
Problem is that by making exemptions you also identify pain points your opponent can exploit. This works both ways, of course.

Remind that China is the world's largest consumer market by product and goods consumed. It's not China's fault that that American consumers have to spend so much for health care, education and lawyers.

Don't forget that Chinese government also has to deal with domestic lobbyists.

but it is entirely likely there are certain medical devices that don't have domestic alternatives and some tariffs exceptions should be made.

If were you, I'd be more concerned about all the Ga/Ge/Sb/RE transshipment.
