Hilary was against TPP because Bernie Sanders was against it for hurting US workers. This message resonated with the Democratic party primary voters which heavily pressured Hillary to adopt the same stance.

Yes. Both parties were against the TPP.

So China has applied for the CPTPP. What would be the next step?
The simple answer is that the 11 CPTPP members — Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam — will decide whether to allow China to join the pact.

The next step is for the current members of the CPTPP to accept China's application make a review, then recommendation to current members wether to accept China into the club. Take note that member countries of CPTPP are concurrent members of the recently passed/activated largesr trade alliance in the world, RCEP.

From what I have read there is an informal understanding between Japan-Australia to keep China out. Whatever China does, it will be vetoed by them.

One solution could be for China to show that it is serious about doing the required reforms and maybe do 1 or 2 such reforms in a trial basis. This would generate enough excitement in the region that other CPTPP members would heavily pressure the US puppets to vote for China.

After all Japan's business community is strong enough. If China really shows that it is willing to make the required reforms, business interests would strongly push for Japan to accept it.

There is a clause in USMCA where US has an effective veto of any Canada/Mexico future deal with a "non-market economy." This was speculated to be targeted at China. Not sure how that will play out.
