It depends on the country. In China's case it seems to be if you are in a city with a certain amount of population where most people work in sectors other than agriculture.

you don't pivot to a completely new industry and expect it to happen overnight. This EV venture is either damage control bullshit from Evergrande or they actually have a long term plan which they will need to invest hundreds of millions into.
