This is 733 million barrels. I doubt we will actually get to using this based on the rate of EV adoption and other technologies.

That's roughly 6 months worth of China's production. If it is immediately extractable I don't see why it wouldn't be as it definitely wouldn't lead to excess capacity or an oil glut. If China could I'm sure it would be happy to quintuple oil production as that's better than coal.

Though if you're basing it on the belief it will take many decades to extract all of it then I'm in agreement it won't all be used.

Oil is not used for transportation only specially in China when most of the refinery are newer and built to convert oil to chemical feed stock for petrochemical industry. China will need oil for a long time. The penetration of EV is still minuscule compare to IC engine specially in trailer truck and transportation of good.

Nowadays offshore production can be brought onstream very fast .Now that China can produce production platform and undersea facilities with their huge shipyard. 3 to 4 years from design to commission

Very good. Also reopen all the coal mines. No more to depend on external factors for energy security.

Domestic coal mining should be at >95% of China's total coal consumption.
Also if other countries stand to lose money from such move (losing coal exports), then compromise with them and have them build coal storages in China.

Then they can export coal to coal storage areas, and when full, export to coal plants. This way China could have increased coal reserves built for free by foreign countries/companies

Energy security is important. Having high coal supply, and thus cheap coal price is equally important for the rest of the economy

Why are they depleting their own coal reserves? Why would they mine for more coal, when they are cutting electricity production?

Coal price has increased a lot which means that power companies are unwilling to sell electricity without allowed by the gov to raise prices.

Increased coal reserves means that China can release coal from storage only for domestic use which would stabilise the domestic coal price and thus allow power companies to keep selling electricity.

China cares that it's industry and residents have access to cheap electricity
