BEIJING, Dec. 31 (Xinhua) -- President Xi Jinping expressed his confidence in China's reform and extended good wishes to all Chinese in his New Year address Tuesday.

"In 2013, we made an overall arrangement on comprehensively deepening reform, drawing a grand blueprint for the country's future development," Xi said in the address via state broadcasters.
"In 2014, we will make new strides along the path of reform."

While everybody is happy countdown the new year coming, Cambodian workers are under heavy strike. The largest strike ever since 1979 led by opposition party, the CNRP (Cambodian National Rescue Party). The strike ignited after the Labor Ministry announced new wage increment plan that would increase workers' basic salary to US$95 in 2014 and finally increase to $160 in 2018. The labor unions demand $160 immediately in 2014.

The government has warned the 5 labors unions and will file lawsuit against on labor union which it calls to be illegal, and demand that all workers must go back to work on Jan 2, 2014 (which is today), or will file lawsuits against all labor unions. Now, the situation is getting worse. Not only the workers strike, factories also strike. GMAC (Garment Manufacturers Association in Cambodia) has informed its members not to open the factories, and demand that all labor unions must promise that they will not lead workers to strike illegally in the future. (government and GMAC call workers' recent strike illegal because the laws state that workers have the right to strike but cannot block other workers who don't want to strike from working, cannot destroy public or private property or receive bribe. Unions and strike workers have done all three.

I hope this problem gets resolved sooner than later. What was the problem? Is it safety issues with the GMAC factories or the demand for higher wages?

The main problem here is MONEY. Workers, led by the opposition party, have demanded for higher salary long time ago. They demand $160 as basic wage. Last year (2013) the three parties (Ministry of Labor, Labor Unions and GMAC) sit down to negotiate new basic wage for workers. The result was announced on the 24 December 2013. The new basic wage is $95 and gradually increase to $160 in 2018. Coincidentally, the opposition party, the CNRP, have been boycotting the National Assembly since last year's universal election and are protesting on a daily basis. What makes the situation even worse is that the Boeung Kok residents are also protesting and demanding more compensation for home evacuation. These have created the rare opportunity for the opposition party, and they gather the three groups and generate a national wide protest. Worker strikes have become political turmoil. This make the government really headache. Strange enough, they haven't used force at all up until now.

Have you noticed a monk stand in the middle of the group? This morning police caught a monk among strikers and found that he was a fake monk with panties, condom and sex drug found in his bag (real or framed, I don't know). However, monks appears in every strike.

The passengers, as well as luggage, scientific instruments and equipment, were flown to safe ice near the Aurora Australis by Xueying 12, a helicopter on board China's icebreaker Xuelong, and are aboard the Australian ship. An earlier flight examined the surrounding area to prepare for landing on ice.

On Wednesday, Xueying captain Jia Shuliang told Xinhua that they were ready to transport the 52 scientists and tourists aboard MV Akademik Shokalskiy in groups of 12.

As it is summer in Antarctica now, night is as bright as day, so rescuing flights can be made without stop, Igor Kiselev, captain of MV Akademik Shokalskiy, said after the first group of 12 passengers were airlifted at 3:25 p.m. Beijing time (0725 GMT).

Each flight takes 45 minutes, so in all, five to six hours are needed, said the captain.

MV Akademik Shokalskiy, built in Finland in 1982, is carrying a team of scientists and other passengers to conduct scientific experiments and sent a distress call on Christmas Day after becoming trapped in heavy sea ice in Antarctic sea. It is scheduled to return to New Zealand in January 2014.

Xuelong, which left Shanghai in early November on China's 30th scientific expedition to Antarctica, has established an emergency relief working group after the Russian ship's captain sent a formal request on Tuesday for chopper rescue.

Ah, sorry that I forgot to state it clearly, the wages are monthly wage. All figures that I state are on monthly basis. Cambodian workers have very low salaries. Just a few years ago, their monthly basic wages were only $45. Currently, the basic wages are $80 and is expected to increase to $100 in February. Workers demand $160. However, basic wages don't mean total income per month. They have many other benefit like attendance bonus (currently $9), Seniority bonus (currently $3, $1 added per year until max $11), Health allowance ($6), meal allowance, over time payment (1.5 time on regular hours), 18 days annual leave and 22 public holidays per year. Oh, I can't count them all. Wage calculation in Cambodia is a big challenge for payroll software developers.
