Yeah, it's looting. I use the word "rob" because the Vietnamese caption also use that word in quotation marks. I can't imagine such a thing still happens in a country rule-of-laws like Vietnam. There seems to be no police at the scene. At the end, I think that human still can't completely separate themselves from animals.

This is really sad and give China a bad image. I heard from other news that the police was able to determine that the woman did not have any injury after ispection by the doctor and was able to clear the name of the foreigner, yet the foreigner still paid the woman. I think the police should arrest these kind of people, since it is causing Chinese citizens to help each other

If it makes you feel any better this is not specific only to China. During the summer a friend of mine went to Italy and in Rome some old lady 'accidently' bumped her cart into her in a crowded place and fell down. Naturally she bend over to help etc. Before she even realized it someone no doubt in cahoots grabbed her purse that she had put down for just a moment and just nonchalantly dissappeared into the crowd.
I've known of people who were victims of pickpockets as well. Apparently pickpockets are quite common in many parts of Europe. They almost always work as a group and very seldom as lone individuals. Usually one would distract and the other commit the actual crime.

That's right. In California there are folks staging auto accidents just to collect insurance. As for the scammer like this woman discussed in the Philippines this unfortunately happens regularly.
I recently saw a video of a man deliberately staging a fall in the subway (metro) in Washington DC in order to collect insurance. He was of course caught on video.
Scammers are everywhere..not just China.

I'm tired of trying to translate these Chinese captions with Google or any other translator for that matter. the translations just do not make sense most times.. so if one of you fine gentlemen could translate and generalize the captions It would be appreciated.
Apparently folks are living down these shafts. And the authorities have removed some personal items.

Hmmm...no ring on the left hand ring finger. Now's my chance!
What it basically trying to say is that the township government are sending people to seal off the so called "well dwellers" or people living in storm sewers by using the manholes as access to it. That the "well dwellers" left the place for some unknown reasons and leave behind their belongings with it. These items could cause a major clogged in the storm sewers systems, that's why it has to be cleared.
