Did the young lady had a license for street vending? It's a sad scene, but unless she violates local laws on street vending than she should know better or was the urban management officials were being abusive before the incident got heated.

Probably no license, as this the case with most of these street vendors. But on the other hand, I don't recall the urban management officers have the right to arrest people though...

Cases like this are just so common in Cambodia and Vietnam. I remember the people created a phrase "齐天大怪大闹街边". Of course, the phrase comes from the "齐天大怪大闹天宫". I recall when I and my friend were in a tourist street in Dalat, Vietnam where street vendors laid all kinds of stuff for selling (mostly food). Suddenly a boy shouted "police come!" The street immediately come into chaos; everybody gather all their belonging and disappear in a very fast speed (maybe they practice everyday). Police arrived about a minute later and looked so helplessly. Street vendors are just like flies; when police come, they go, and when police go, they come back again. It's their lives! Police usually confiscate their belonging and ask them to sign some type of agreement and then let them go. Arrest people? never heard that.
