Beijing city authorities conduct the "cold winter warming" special rescue operation to help the city's homeless through the cold winter. On the evening of Feb. 5, staff members of the Beijing Municipal Bureau of Civil Affairs, Public Security, City Administration and Law Enforcement, and the Capital's Committee for Comprehensive Management of Public Security take to the streets to offer assistance and food for those sleeping rough. Several government departments are making coordinated efforts to strengthen patrols in 142 key areas to ensure the homeless receive necessary assistance. As of Feb. 4, a total of 4,299 homeless people have received assistance, and 345 people with special difficulties have been assisted back to their hometowns. The campaign will last until March 15.
