This makes no sense. How do you buy 100% share of a company?
Another part of that mystery: To admit I do not fully understand the internal structure of AVIC but if these companies are all 100 5 state-owned then one company can probably "buy" another company ... which is de facto a transfer of resonsibility to another one !
As such I really don't understand how one part of the AVIC other parts ???

I found this old organizational chart in official website of CAC-CITC, ChengFei-JiCheng.
It looks like ChengFei-JiCheng raised money to buy 100% shares of its parent company CAC and other two companies controlled by AVIC.
