It could possibly be because China has more interests both security and economically related in the Middle East and Africa, and with the rise of terrorism in both those regions and as Chinese interests come under increasing danger from terror organizations, China might think that it may eventually has to respond with force, and since both regions are a very desert environment, it wouldn't really make sense to deploy armored vehicles with tropical camo.

But this is just my best educated guess.

Middle East is a little too far, without bases and secure supply lines, trying to field a large land army in hostile territory is a recipe for disaster. Just look at Iraq and Afghanistan.

No, look closer to home.

What is the biggest, most significant and ambitious project China has ever committed to? Which just happens to involve building a comprehensive land based logistical, transport and communications corridor through some pretty unstable and dangerous countries and regions on earth?

China would not have committed such vast sums of money, resources, political capital, and pinned the hopes of the future of China's economic growth and development on such a project without putting in place real, tangible, solid security contingency plans to protect that investment.

I'm assuming you're referring to the One Belt, One Road initiative?

A very good projection, I completely forgot about it. Still interesting to see that the PRC still sees that it might have to take a more active role in combating terrorism, and with the new Anti-Terrorism law passed in late 2015 that allows the PLA to take part in anti-terrorism operations abroad, I think most Western observers might have mistaken it for an excuse to launch operations in the Middle East such as Iraq, Syria, etc. But as you pointed out, China currently doesn't have enough logistical capabilities to mount such an operation.

So it looks like that the law might be referring to deploying the PLA to guard strategically important locations in closer, neighboring countries if required.

Why do they need desert camo while most of the tanks in China operate in tropical fields and forests?

In the Future, China "need and must" Protect their Silk Road Project across Central Asia, and CPEC [China-Pakistan Economic Corridor] across Pakistan (From Karakoram Highway in the North, until Gwadar Deep Port in the South).

Like we all know, that CPEC (China-Pakistan Economic Corridor) is passing through Disputed Territory between Pakistan and India.
So, Anytime Indian Army can Attack that CPEC.
And I believe China would be there to Help their Allies (Pakistan Armed Forces), If Indian dare to touch CPEC.

I think, that's why China's Army need Desert Camo for their Armored Vehicles.

I have always wondered whether the commander's periscope on this tank constitutes a hunter-killer capability for this class of MBT. It does seem a little on the small side.
