Look at the graph on the bottom right. It seems that the second stage did not provide any DV, velocity remained flat. The 2nd stage flew in a free ballistic trajectory. Seems to me that the problem is not the vernier failed, not only at least. The main engine of 2nd stage did not start. If it has started but vernier thrusters failed, the 2nd stage will gain velocity even if that means accelerating downwards or side ways.

On December 15, a Long March 2D successfully lofted Yaogan-36 satellite into orbit. This was the 455th launch of the Long March series of launch vehicles, and it also marked the first time that annual launches of the Long March series have reached 50.

What the US need to ban to make sure that the US space is still ahead of China ? a few ppl there will be assigned to think/study ;)
