I must say, this sounds both political and strategic movements made by the Chinese. I think they expected this may happen and thus had contingency plans for such action made by the EU. In addition, i feels like the Chinese also wants to delay the EU from establishing their Galileo for political, strategic and economical reasons. So i think the Americans would also be rather pleased with this turn of events. Either way, i presume China was able to build her BeiDou system quicker simply because they have at this very moment, more money, industrial power and political will to meet their objectives.
