I must say, this sounds both political and strategic movements made by the Chinese. I think they expected this may happen and thus had contingency plans for such action made by the EU. In addition, i feels like the Chinese also wants to delay the EU from establishing their Galileo for political, strategic and economical reasons. So i think the Americans would also be rather pleased with this turn of events. Either way, i presume China was able to build her BeiDou system quicker simply because they have at this very moment, more money, industrial power and political will to meet their objectives.

What do you guys think?

The American is rather more worried than pleased. It's possible the Chinese were forced out when the European realised there was a high chance they were lagging behind the race and that there would be negative implications, like competition for the use of frequencies.

据香港文汇报报道，中国卫星导航定位应用管理中心官员近日表示，2009年前后将有12颗卫星发射升空。观察人士分析，此举意味着中国正在进行“北斗二号 ”的布网工作。届时，由数十颗卫星组成的与GPS系统相类似的卫星数组，可以轻松实现不需要通过地面中心站联系和传输信号的无源定位。

　　定位精确在“厘米”之内

　　据悉，较之目前仍在运行的“北斗一号”，“北斗二号”在诸多方面具有优势，包括可以有效避免遭受电磁干扰和攻击，实现无源定位。

另外，在精确度方面，“北斗二号”也可以精确到“厘米”之内。中国此项技术优势将广泛应用在气象、交通、环境监测等方面。

　　据中国卫星导航定位应用管理中心官员介绍，北斗卫星导航定位第二代系统的研制建设工作目前已进入攻坚阶段。2009年将有多颗卫星发射升空，3年内完成系统组网，并具备基本的运行能力。在此基础上将逐步发展到为全球服务。未来卫星导航不仅在军事，而且在交通运输、气象测报、国土测绘以及公共安全等领域都将发挥重要作用。

　　作为国家重要的信息基础和战略设施，卫星导航定位系统是国家综合国力的重要标志。2003年12月，中国自行研发设计的“北斗一号”卫星导航定位系统建成并正式开通运行，“北斗一号”精确度在10米之内。

　　系统可靠性达99.98%

　　据悉，北斗卫星导航定位系统运行5年来，已累计提供定位服务2.5亿次、通信服务1.2亿次、授时服务2500万次，系统可靠性达99.98%；已成功应用于水利水电、海洋渔业、交通运输、气象测报等领域。

　　在08年汶川抗震救灾中，北斗卫星导航定位系统全力保障了救灾部队行动，发挥了独特优势。目前，入网用户突破4万。

西昌卫星发射中心有关负责人12日表示，我国将于4月15日在西昌用“长征三号丙”运载火箭，择机发射第二颗北斗导航卫星。目前，火箭、卫星状态良好，各项准备工作进展顺利。

　　我国今明两年拟发10颗北斗导航卫星

　　来自中国航天科技集团公司的消息称，中国自主研制的北斗二号系列卫星今年起进入组网高峰期，预计在2015年形成覆盖全球的卫星导航定位系统。

　　中国航天科技集团公司宇航部部长赵小津介绍说，目前北斗卫星组网首发星发射已进入倒计时阶段，在今年和明年两年我们要发射10颗左右的导航卫星，计划 2015年建成一个由三十几颗卫星组成的全球导航定位系统。目前我国的各种导航定位设备都要靠美国的GPS系统提供服务，“北斗”系统建成后，将使我国在卫星应用方面摆脱对国外卫星导航系统的依赖。

basically, they will launch around 10 satellites this year and next year. by 2015, they will have a 30+ satellite constellation providing global service. It is expected to achieve accuracy measured in cm.

Despite the way it sounds, the rocket's purpose is most likely for space exploration and commercial satellite launches.

At the most recent Zhuhai Air Show, China introduced a high-capacity LM-5D carrier rocket with a diameter of 5 meters at the core section, bundled with one 2.25-meter-diameter booster and two 3.35-meter-diameter boosters.

This advanced-upper-stage rocket is of critical importance for the People's Liberation Army in its research of orbit transfers and orbital killer satellites. The advanced upper stage of the rocket has a diameter of 3.8 meters, and the thrust power of the engine is 35 kilonewtons."

Looks like Hong Kong to me. So one of the Yuan Wangs is there right now? I expected to be based closer to the equator.

No. One of the Yuan Wangs visited Hong Kong for a week sometime ago. The picture was taken during that time.
